# Cultural Layer & Tools

This layer is comprised of the work of developing voting and governance processes and exploring [decision spaces](https://www.ncbi.nlm.nih.gov/pmc/articles/PMC5505106/) around all of the layers, as well as issues relating to codes of conduct, inclusivity, accountability, preferences, exploring areas of development, rewards for contribution, data management, conflict management and anything not covered in the other two layers.
